The story begins: "Sixty or seventy pedestrians probably saw the silk-hatted gentleman get out of the resplendent town car in front of New York's finest skyscraper. Out of the sixty or seventy, nobody seemed to catch the significance of the man's pale face and lips drawn so tightly that they were blue."
A revolution has errupted in the Balkan nation of Calbia. Doc and his men are drawn into the fray when a Calbian Baron is killed shortly after an aborted attempt to see Doc at his skyscraper headquarters. Baron Damitru Mendl dies when his yacht is mysteriously blown to bits while departing New York down the Hudson River.

Revolutionary leader Conte Cozonac arrives in New York and persuades Doc to assist him in the battle to liberate his countrymen from the ruthless ruling class - King Dal Le Galbin, his daughter Princess Gusta Le Galbin and Security Minister Captain Henri Flancul. According to Cozonac the Calbian Royalists possess a secret weapon which was unleashed on Baron Mendl's yacht. With Doc's help Conte Cozonac hopes to overthrow the tyrants. In return Cozonac's promise....to make Doc Savage the new King!
