The story begins: "The man looked as tough as sin".

As Doc performs a pioneering new operation which restores Johnny's damaged eye, Monk receives a visitor at Doc's office headquarters. The man is a smooth character named John Velvet. Velvet claims he is a reporter from a western newspaper. Mistaking Monk for a night janitor, he bribes Monk to let him stay in Doc's office alone so he can meet Doc when he returns. Monk takes the $500 in bribe money knowing that Doc does not plan to return to the office that evening. Leaving the office, Monk promptly walks to a nearbly relief shelter. Soon 500 down-and-out men are each getting a crisp one dollar bill with their soup and bread.

John Velvet proves to be part of a conspiracy to insure that John Acre, the head of the Chilean secret police, does not reach Doc Savage. An unknown force is directing massive earhquakes in the nitrate rich mining area around Antofagasta, Chile. Doc Savage is sought out for help in unravelling the mystery. Soon Doc and his men are set upon by Velvet, his brutish accomplice Biff and their gang of local hired guns.

The mystery leads Doc and his crew to the Chilean countryside where they fight the menace of "The Earthshaker" and uncover an international plot to control the nitrate industry!
