Doc learns that a criminal gang has uncovered the truth about his facility in Upstate New York- a facility to which he sends all the crooks he captures. The gang's next victim is Dr. Robert Lorrey, another of Doc's surgeons. The gang tortures Lorrey in an attempt to learn the secret of Doc's criminal-curing operation- they hope to reverse it to forcibly create criminals from honest men of power and influence. Lorrey escapes without talking, but at the cost of being horribly mutilated.

Soon the horrible eye-popping death strikes across New York City taking victims each day. After causing panic of a strange new epidemic, it is found that the deadly malady strikes only those who display violent anger. Criminals in fear of their lives start to think of going straight.
